Shade is infrastructure. A short argument for treating it as such in Central Asian masterplanning.

A city is walkable in August or it is not. Everything else — width of pavement, mix of use, frequency of transit — is secondary to whether a person can cross it without leaving shade.
Shade is infrastructure. It should be planned, costed and maintained like drainage. In practice it is treated as landscape decoration, added last and cut first.
